core: Engine sets hosts to NonOperational based on cached information (#844291)

The following bug was caused because of the following flow:
During process domain recovery engine can move host to Non Operation state ,at
such case was cleaned only cache of storage domain, the cache of storage domains which were reported
by that host as problematic was not cleaned
