core: Comment out MonitoringStrategyFactoryTest

As per the decision to remove PowerMock dependencies from the project,
this is removed.

Note that the entire test depends on PowerMock, so it is not possible to
remove only parts of it.
It's commented out (as opposed to being removed) for future reference.
