packaging: redirect to TLS/SSL using application server

Enforce TLS/SSL on the following applications:

* restapi
* userportal
* webadmin

Remove the guessing and setup of the root welcome message
(/etc/ovirt-engine/web-conf.js), as now each context redirect
upon need.
