core: validate storage format by data center version

When creating a new storage domain,
* Storage format version should be validated in
  correlation with the data center's compatibility version.
* V2 is applicable only for block storage domain.

SupportedStorageFormats ConfigurationValue,
* V2 is supported in 3.1 (added V2 to the configuration value).
