restapi: non admin user api - Filtering hosts (#783087)

- Support for filtering host(s) when 'filter' header set to true
  when accessing /api/hosts & /api/hosts/{id} urls.
- Added the 'filter' header to the rsdl metadata file in the appropriate names.
