core: UnPowerMock RestoreAllSnapshotCommandTest

Removed PowerMock dependency from RestoreAllSnapshotCommandTest and
replaced it by spying the command.

In order to achieve this improvement, some minor refactoring was
required in RestoreAllSnapshotsCommand and VmCommand.
