core: ReconstructMasterDomain - refresh storage pool before connect(#841525)

When performing reconstruct, a refresh storage pool command should
be sent before connect storage pool command to the hosts,
connectStoragePool should be executed only if the refresh command
returned StoragePoolUnknown error.
