core: notify user about broken domain tasks (#753591)

Adds warning-level auditlog that the user receives when a storage domain
goes down while there are tasks running on it.
The patch also modifies the canDoAction in
DeactivateStorageDomainCommand so that the action is not rejected if
running on an export domain and initiated internally.
