userportal: disable auto refresh on VmBasicDiskListModel

Disable auto refresh in UserPortal's 'Drives' panel (on basic view).
This solution is part of the effort to reduce resources consumption
due to reoccurring invocation of getdisksvmguid() stored procedure.
