restapi: Make RSDL Meta-Data Context-Agnostic

We currently maintain two entry points to ovirt-api:

.../ovirt-engine/api
.../api (for backwards compatibility).

This patch solves the problem or RSDL meta-data not loaded
properly for the context: .../api
