[RFE] Add drac7 fence agent...

[RFE] Add drac7 fence agent with ipmilan as implementation

Adding support for drac7 PM agent that is actually implemented
internally as ipmilan agent.
The method is the same as adding ilo3 & ilo4 support that maps to
ipmilan as well.
