Change in ovirt-engine[master]: webadmin: wrong compatibility version prompt in new DC

webadmin: wrong compatibility version prompt in new DC

In case a DC was selected in grid and new DC button was pressed, we
opened the compatibility version changed dialog wrongfuly.

Added isNew DC check.
