Change in ovirt-engine-sdk-java[master]: build: support make out of tarball

build: support make out of tarball

Add spec into tarball, so that rpmbuild -tX <tarball> will work, convert
current srpm target to use tarball.

Add dist target and make tarball alias of dist as 'dist' target is the
standard term for tarballs.
