restapi: Support labels on host nics

Adding support for labels on host nic level.
The support actions for labels are GET, POST and DELETE
done via:

 /api/hosts/{host:id}/nics/{nic:id}/labels
 /api/hosts/{host:id}/nics/{nic:id}/labels/{label:id}
