frontend: SPICE ActiveX plugin IE 11 workaround

Currently SPICE ActiveX plugin cannot handle embedding into DOM without
<PARAM NAME="SecurePort" VALUE="0"/> element inside <object ...>
element. This patch adds this dummy <PARAM .../> element.
