core: cleanup related to removal of memory volumes

1. Move VmCommand#shouldRemoveMemoryVolumes method to
RemoveSnapshotCommand as it is used only by this class and rename it to
isMemoryVolumeRemoveable

2. Remove RemoveVmCommand#shouldRemoveMemoryVolumes method which is not
in use
