kdump: Fix kexec-tools detection in node

Use ovirt-node-plugin-vdsm version to detect support of fence_kdump
options in kexec-tools package. Plugin version 0.2.0 depends on
ovirt-host-deploy-offline >= 1.3.0 which depends on correct kexec-tools
version.
