tools: Adds helpers to configure java logging in tools

1) Adds helper classes to configure java.util.logging in tools using
   command line parameters
2) Adds tools-logging.properties with default logging configuration for
   tools
3) Adds OVIRT_LOGGING_PROPERTIES environment variable which can be set
   by user to provide custom logging configuration
