tools: Make "No transport ..." error more understandable

Makes current error message "No transport is enabled, nothing to do"
more understandable to users:

  "No transport is enabled, please enable SMTP (using MAIL_SERVER option)
  or SNMP (using SNMP_MANAGERS option)."
