packaging: engine-backup: allow custom dump/compression

Support plain or custom dump

Support compressing each of:
- final archive
- files tar
- engine/dwh/reports db dump
with any of:
- gzip
- bzip2
- xz
- None

Support passing --jobs to pg_restore on custom format

Keep files inside archive as tar file and not individually
