core: Fix broken ClusterValidatorTest

Patch 29d8a1c17d83ae4b79698e012e8e68d16733fa2a intoruced injecting
CpuFlagsManagerHandler in ClusterValidator, but failed to mock it
properly in the test, thus breaking it.

This patch introduces an InjectorRule to the test to fix it.
