packaging: spec: handle dependencies

added dependencies from ovirt-host-deploy avoiding
to have packages downloaded and installed in the middle
of the setup.
QEMU and libvirt may not be happy of any library update
and cause the Hosted Engine VM to be killed.

Also dropped gluster server dependencies: they must be handled
within otopi.
