restapi: Don't use Resteasy implementation of MultivaluedMap

Currently some of the RESTAPI tests import the Resteasy implementation
of the JAX-RS MultiValuedMap interface. This makes the code dependent on
Resteasy, which we want to avoid. This patch replaces that
implementation with a simple one included in the relevant test.
