engine: Expose GetCapabilities command via vdsbroker api

The new SetupNetworksCommand will call the GetCapabilities
directly and will manage its own persistence. For that purpose
the GetCapabilitiesVDSCommand should be instantiated via the
conventional method and to return the updated host entity for
future use by the caller.
