engine: Invoke UpgradeOvirtNodeCommand when image is provided

When /api/hosts/{host:id}/install action is invoked for ovirt-node,
and the user provides also an image, the desired action should be
an upgrade of the ovirt-node to the specified image. For that to
happen, the invoked command by the backend should be
UpgradeOvirtNodeCommand.
