core: Use version 3.0.3 of the Findbugs plugin

Version 3.0.3 of the Findbugs Maven plugin has been recently released,
and it added support for multiple filter files. This means that we no
longer need to use version 2.x of the plugin and force it to use version
3.x of Findbugs itself.
