engine: allow adding a RHEV-H host with predefined rhevm mgmt network

Allow adding a RHEV-H host with pre-defined rhevm management network.
After registration to RHEV-M the RHEV-H appears under Default/Deafult
(DC/Cluster) and during approval process it's being moved to the
destination cluster. The change allows moving despite of management
networks are defined differently in the default and the destination
clusters.
