setup: Move aaa-jdbc dependency to setup

Moves ovirt-engine-extension-aaa-jdbc dependency from
ovirt-engine-backend to ovirt-engine-setup-plugin-ovirt-engine
and adds message to user that that upgrading schema for custom aaa-jdbc
profiles may be necessary.
