webadmin: Host sort not working

- The code that unifies the fence agents on the
  hosts would not preserver the order in which
  the hosts were returned from the query, which
  resulted in the sorting not working properly.
  This patch simplies the mechanism to unify the
  fence agents while preserving the order.
