restapi: Use elements instead of attributes in "console"

Currently "console" element uses attributes for its properties:

  <console enabled="true"/>

This is contrary to the common practice in the RESTAPI. This patch
replaces them with inner elements:

  <console>
    <enabled>true</enabled>
  </console>
