restapi: Use elements instead of attributes in boot device

Currently boot device element uses attributes for its properties:

  <boot dev="cdrom"/>

This is contrary to the common practice in the RESTAPI. This patch
replaces them with inner elements:

  <boot>
    <dev>cdrom</dev>
  </boot>
