Change subject: core: Default to fail on priority overrides
......................................................................
core: Default to fail on priority overrides
Allow that also by system env var OTOPI_ALLOW_PRIORITY_OVERRIDE.
This will break any code in which priority orders were not kept in the
final sequence.
