core: Migration bandwidth columns added to clusters_sp.sql

Columns 'migration_bandwidth_limit_type' and
'custom_migration_bandwidth_limit' added to cluster Insert and Update
storage procedures.

ClusterDaoTest #testUpdate() and #testSave() checks that these columns
are properly stored.
