core: split ExecutionHandler.endTaskJob()

ExecutionHandler.endTaskJob() performs two different things today -
1. Ends the FINALIZING step if present, otherwise the current step.
2. Ends the jobs if needed

This patch splits this method into two different methods to be used
separately in the following patches.
