ppc64le: add support to generate multi arch cfg

	- now x86_64 is hardcoded as a single conf
	to mock. changed it to read from uname -i
	and support running on any system.
	- added mock.cfg files for ppc64le.
	- proxy repos are using the non-proxy
	ones so not to break the current code,
	will be fixed once we'll have a working
	mirror list for centos which includes
	ppc64le
