webadmin: Correct 'Pass-Through Host CPU' Tooltip

This patch corrects the wording of the tooltip for the 'Pass-Through 
Host CPU' option to indicate that the option is not available unless 
'Do not allow migration' is selected.

It also contains a small refactor that makes the variable naming and 
conditional predicates ordering consistent across branches.
