aaa: Kerberos negotiation for RESTAPI should be enabled by default to maintain SDK v3 compatibility

The restapi negotiate should be enabled by
default, ENGINE_RESTAPI_NEGO=true. This
maintains compatibilty with v3 restapi
clients.
