testing: added coverage reports

Added coverage support to otopi.
See README.environment for info on enabling coverage feature.
See automation/check-patch.sh on how to use it.

Added libselinux-python to the test environment avoiding the
re-execution of otopi, avoiding to mess with the coverage testing.
