vdsbroker: adding ReduceStorageDomainVDSCommand

This patch adds the ReduceStorageDomainVDSCommand which executes the
SDM.reduce_domain verb. This command should be executed only
after that data was moved from the device using
MoveStorageDomainDeviceVDSCommand.
