webadmin: Add the ability to attach V3 SDs to 4.1 DC.

Currently unattached SDs can only be attached to a DC that is compatible
to their format version.
There is no reason to filter out old storage domains when attaching
storage domain to a new Data Center since those storage domains should
be upgraded automatically on attach.
