core: Logging of VmPoolMonitor fixed

* Log message about failed VM prestarting was not always printed. E.g.
  when there was only one VM in the pool. Fixed.
* Log level of failures during prestarting was changed from INFO to
  WARN.
* Ids of VMs that failed to prestart were added to the log.
