packaging: Add Hosted Engine VM detection

Add code to detect if we're running under Hosted Engine VM and
abort the setup if the system is not currently in the Global
Maintenance mode.

An override key of 'OVESETUP_CONFIG/continueSetupOnHEVM' was
added to allow skipping this test.
