db: Rename command_entities.status from FAILED_RESTARTED

The enum name for CommandStatus.FAILED_RESTARTED was changed to
EXECUTION_FAILED to better reflect its new usage in commit
72462294bfbae0b87be541fcbbef09773ff030bd.

Because the enum value is stored as a string in the command_entities
table, any command entity records present with the old status name
need to be updated to use the new name to prevent failure when the
CommandEntity DAO attempts to retrieve them.
