Add bug status check in set_post hook

It updates bug status to POST only for NEW patches
and the bug status should be in NEW OR ASSIGNED state.

Example: 1
patch status: NEW
bug status: NEW or ASSIGNED
result: OK ==> change bug status to POST

Example: 2
patch status: MERGED
bug status: other (POST|MODIFIED)
result: IGNORE
