core: Remove IConfigUtilsInterface#setStingValue

This method was only ever used in TransactionalTestBase to set the
EnableVdsLoadBalancing config value, which is redundant as the
extending tests (currently: SchedulingManagerTest) override the
configuration with MockConfigRule and set the same behavior anyway.
