Check patch scripts to find issues with publish jobs

Includes a python script that'll go over all
publish rpms jobs and make sure that all jobs
in the publish jobs exists.
For eample, if a user deleted a job that the publisher
uses and hadn't updated the publisher job, check patch
will fail
