webadmin: Remove Linq.DataCenterNotStatusPredicate

Linq.DataCenterNotStatusPredicate is a boiler-plate implementation of
a simple negation of the Linq.DataCenterStatusPredicate.

This patch removes it and uses Java 8's standard negate() method
instead.
