core: sort disks by boot order before setting scsi address

VmInfoBuildUtils -> getVmDeviceUnitMapForScsiDisks:
Sort VM's disks by boot order prior to setting SCSI
address unit. This is done to ensure that a bootable
disk gets an higher priority in unit index of the
SCSI controller.
