core: rename ImageProxyURL for upgrade from 3.6

Renaming ImageProxyURL ConfigValue to ImageProxyAddress.
This is mandatory for upgrading from 3.6 as ImageProxyURL
has been removed in 4.0 and replaced with ImageProxyAddress.
