engine: adjust dashboard inventory query VM status mappings

Adjust VM status mappings so a PoweringUp or PoweringDown VM is mapped
to UP instead of WARNING on the dashboard VM status card.  VM status
of ImageIllegal is mapped to WARNING instead of DOWN.
